Sweco strengthens market position in circular economy
Sweco has acquired 100% of the shares in PROgroup and +ImpaKT. Both agencies comprising a total of 40 experts, are based in Luxembourg. They specialise in consultancy services for project management in the fields of sustainability and the circular economy.
This strategic move marks a new milestone in Sweco’s development and underscores our ambition: to become an integrated and preferred partner for every construction project with a focus on people and the environment – from the initial concept to maintenance and even the redefinition of construction works.
Too often, designers get involved before the key programme decisions have been properly thought through. We want to reverse that logic: to be present from the very first conversation with the client, to challenge the programme, to ask the right questions. We want to co-develop project programmes from the very earliest stage.

The joint ambition is also to continue providing guidance after project completion. Buildings are often not used as originally intended, leading to a gap between expectations and reality. The goal is clear: to advise clients on how to align the use of their building and technical installations with their actual needs.

Respond to market needs in a structured way
PROgroup’s expertise in programme definition, project management, and operations perfectly complements Sweco’s technical know-how. With the integration of +ImpaKT, the ambition is clear: to embed circularity as a structural lever for both the design and operation of buildings. “Circularity should no longer be reduced to the recyclability of materials. It must become a defining design criterion, from the very first project phase to the redefinition of construction works,” states Jeannot Schroeder, Director of +ImpaKT. He continues: “Our integration into Sweco gives us the leverage to increase our impact, both in Luxembourg and in other European markets.”
